Paradise Valley Has No Town Property Tax. So Who's Actually Paying for It?

October 22, 2026

The Town of Paradise Valley collects zero dollars in property tax. Paradise Valley homeowners still get a county property tax bill, and the town's own monthly fire service fee shows up on its utility bill. Two homes of similar value inside the town can carry very different tax rates, depending on which tax area each parcel sits in. A buyer comparing Paradise Valley with Scottsdale or Arcadia should start there, not with the town's tax line.

The Zero Is Real

The town's final budget for fiscal year 2026/27, adopted May 14, 2026, says it plainly. The town "does not levy property taxes and does not have special assessment districts for which property taxes are levied." Maricopa County's 2026 tax levy schedule agrees, listing the town's primary rate and its bond debt service rate at 0.0000.

The town still has bills to pay. It estimates $52,964,921 in General Fund revenue for the fiscal year running July 1, 2026, through June 30, 2027. Of that, $37,678,398 comes from transaction privilege tax, Arizona's version of a sales tax, which works out to about 71% of the General Fund. The other main lines are $5,367,047 from the state, $3,301,860 in permit and planning fees, and $1,973,567 in investment earnings.

So the property tax didn't vanish. The town shifted the cost onto people who spend money inside its borders, and homeowners are not the main ones.

Resort Guests and Builders Carry the Town

The Arizona Department of Revenue's Paradise Valley profile shows how the shift works. The town charges 2.5% on retail sales, 2.5% on hotels and 2.5% on prime contracting. Hotel stays carry an additional 3.4% town hotel tax, so the town's own share of a resort bill reaches 5.9% before state and county taxes.

The budget puts all transaction privilege tax on one line without splitting out resorts and construction. Town Council member Anna Thomasson described the split in a December 2025 opinion column in the Independent covering fiscal 2025. She wrote that taxes from resorts made up about 35% of the town's $58 million in revenue, construction sales tax about 15%, investment income just over 10% and state shared revenue just under 10%. She also reported $36 million in expenses and a $22 million surplus added to the general fund strategic reserves.

Those two biggest shares tell a buyer something useful. About half the town's revenue in fiscal 2025 came from visitors sleeping in resort rooms and contractors building and rebuilding homes. Every teardown and custom build pays the 2.5% contracting rate into the town. In practice, a large share of construction tax comes from the next owner's renovation budget.

The Fire Bill That Replaced Part of the Tax

The part the "no property tax" line leaves out arrives monthly. In March 2011, the Town Council approved Ordinance No. 635. It requires Paradise Valley property owners to contract for fire protection and emergency medical services with the default provider, the Town of Paradise Valley Fire Services Department, or with another licensed provider. Town Council materials list a City of Phoenix intergovernmental agreement for staffing and equipment as a program cost.

According to the Town Resident Guide, the fire service fee started in January 2013. It is billed monthly on the town's utility bill, and the amount depends on the home's square footage. Owners of undeveloped parcels and raw land pay $10 a month. The guide adds that failure to pay results in a fine and possibly other penalties. At launch, the 2013 schedule ran from $30 to $50 a month by home size. The guide carries a 2023 revision date, so a buyer should get today's tier for a specific address from the town's Sewer, Alarm and Fire Billing Department at 480-348-3518.

The FY2026/27 budget puts fire service charges at $3,248,000 a year, and wastewater charges add another $3,265,220. These run as enterprise funds, meaning the fees collected pay for the service. For a homeowner, it's a recurring cost that never shows up on a county tax statement.

The County Bill Depends on Where the Parcel Sits

The Resident Guide notes that Maricopa County, the State of Arizona and various school and special districts still collect property taxes inside the town. Here the town's single address hides two different tax areas. Maricopa County's 2026 tax rate table lists two areas that name Paradise Valley as the municipality.

2026 tax area School districts Approx. residential primary rate Secondary rate Combined
141100 Creighton #14 / Phoenix Union 4.2634 5.5471 9.8105
481100 Scottsdale #48 Unified 3.3045 1.6341 4.9386

The town's portion is zero in both rows, and the combined rate in one row is still about twice the other. The county notes that its primary rates include countywide, community college, city, school, education equalization and special health care levies. The secondary column accounts for most of the difference between the two areas. The county's 2025 schedule shows the same gap between the two areas, so this is not a one-year swing.

A seller's tax bill is useful evidence. The tax area code on that bill tells you more than the town's zero does.

The Resort Model Has a Pending Court Date

Since resorts provide about a third of the town's revenue, the status of each resort project affects the budget. The newest addition is Kimpton Miralina, the former Scottsdale Plaza Resort. According to Hotel Online, it opened January 7, 2026, after a $42 million renovation. Its first phase has 224 guestrooms and 36 casitas, with villas and residences planned later.

The Ritz-Carlton Paradise Valley is in a different position. On November 4, 2025, Five Star Development and affiliated debtors filed for Chapter 11 in the Southern District of Texas. The company described the filing as a court-supervised route to completing the 122-acre Ritz-Carlton and Palmeraie project. That plan called for a 215-room resort, 80 branded villas, 32 estate homes and a 29-acre retail and dining district. A September 22, 2026 court filing by the debtors says 20 villas have closed since the filing date, producing about $65,372,425 in net sale proceeds.

The Phoenix Business Journal reported that the bankruptcy plan considers a sale of the incomplete hotel. Under the agreed scheduling order filed October 8, plan objections are due December 4, votes are due December 7, and the combined disclosure statement and confirmation hearing begins December 15. The project's lender has objected to the plan, and the court has not ruled.

The town has not published an estimate of how the stalled hotel and retail district affect its tax receipts. Its own figures show the overall trend. Estimated transaction privilege tax for FY2026/27 is $322,547 above the prior year's estimate, an increase of under 1%. According to the councilmember's column, the town added $22 million to reserves in fiscal 2025, which gives it room if resort revenue dips.

What to Pull Before You Write an Offer

Comparing Paradise Valley with a Phoenix or Scottsdale address takes a few documents the listing won't show:

  1. The seller's most recent county tax bill, with the tax area code circled. That code places the parcel in a row of the county's rate table.
  2. The town utility bill, which carries the fire service fee and sewer charges. Ask the town's billing department what tier applies at the home's square footage.
  3. Your remodel scope, if you plan one. Prime contracting in the town is taxed at 2.5% on top of state and county rates.
  4. Your comparison address's full carrying cost, including its city property tax. That puts the Paradise Valley fire fee and the other town's levy side by side.

Frequently Asked Questions

Does the Town of Paradise Valley charge property tax? No. Its FY2026/27 budget states that it levies none, and the county's 2026 levy schedule lists the town's rates at 0.0000.

Is the fire service fee optional? Under Ordinance No. 635, property owners must contract with the default provider or another licensed provider, and the Resident Guide says nonpayment leads to a fine.

Why would two Paradise Valley homes of similar value have different tax bills? The town contains more than one county tax area. In 2026, the combined county rate in area 141100 is about twice the rate in area 481100.
